In September 2007 Premier Partnership were appointed to deliver training in some 270 different health and safety subjects to the 33,000 staff at Leeds CC over the next four years.
With 33000 employees LCC has a significant ongoing requirement for Health and Safety Training as a result of their operational activities, number of staff and staff turnover.

How customers objectives were met

In September 2007 Premier Partnership were appointed to deliver training in some 270 different health and safety subjects to the 33,000 staff at Leeds CC over the next four years.
We proposed and it was agreed that all staff should attend a half-day health and safety awareness course to ensure all personnel had a basic understanding of the subject and to assist managers with determining what future training requirements they may have. The course was designed at a basic level to ensure suitability for all levels of staff and
encompassed the main key areas of health and safety including:

Qualified and experienced safety consultants with knowledge of the local authority working environment delivered all courses.
The course is delivered as either a morning or afternoon half-day session at venues across the city and is currently being rolled out at the time of writing. Carrying on from the delivery of the above we identified a large training need on all areas
of learning and development in the field of health and safety at all levels and for personnel at all levels

We also delivered training across all health and safety subjects including accredited training such as IOSH Managing Safely, CIEH Basic and Advanced and NEBOSH training.
The non-accredited training we design and deliver includes manager’s duties, manual handling, COSHH, Working at Heights, risk assessment, stress management, DSE, Conflict Management, First Aid, Driver Safety, Fire Safety, Electrical Safety and Personal Protective Equipment safety amongst others.
Following an initial contracting meeting with the heads of Health and Safety and Learning and Development we attended a joint meeting of all the Health and Safety Advisors and all the Learning and Development Advisors to determine the best route forward in identifying safety related learning need and meeting that need. We proposed a number of options including blended learning, classroom based learning and e learning. We eventually decided on a half-day classroom based workshop to raise awareness and prompt a review of need.
We then produced an outline of the event and agreed this with the client before designing the programme and quality assuring the materials together with key stakeholders within Leeds CC. The event was then piloted and further amendments

We have received positive delegate feedback, and had 99% pass rates for IOSH and NEBOSH courses.

Communicating awareness across the Directorates of what training is available and when was identified as an issue. This has been addressed but the introduction of a highly targeted monthly E-newsletter which invites recipients to visit a dedicated password protected area on the Premier Partnership web site. Information is provided in the form of a course calendar and several delegate issues are addressed.

How success was measured

We have received positive delegate feedback, and had 99% pass rates for IOSH and NEBOSH courses.
All events are subject to level one (reaction) evaluation together with independent monitoring of accident statistics in order to detect change resultant from the training. In addition requests for further training are logged and there has been a 56% increase as a result of the awareness training delivered to date.
Outcome All training to date has scored “very useful or “excellent” against the level one evaluation questions, “How useful was the training to your role” and “How useful was the training in helping you identify further training needs?”
Ultimately improvements in accident statistics and related absenteeism will be monitored and linked to the training to assess its long-term return on investment and Premier have offered to conduct this level five evaluation.
